The Ebon Dragon?
Well, since “person” disqualifies my first choice – Autochthon (a.k.a. the big Kahuna) – I’m gonna go with Mnemon herself. For the life of me I can’t imagine her throwing down with Freedom Man in the streets of Nexus.
Also, way to few demons present.
Does a god count as a person? If so, I’m going with Nara-O. If not, it can’t possibly be Chejop Kejak.
I’m going with the Scarlet Empress. I mean, she has to be hiding somewhere.
Mirror Flag. Because it would be TOO obvious.
I can’t believe the Scarlet Empress never occurred to me. With several of the books hinting at her being the Ebon Dragon’s bride, it’s probably even more unlikely.

Raksi is way less likely than the Scarlet Empress. She’s too crazy.
I was gonna say the Scarlet Empress, but seems she’s already taken. I can’t really think of any good ones, though. I clearly need to buff up my Exalted setting knowledge.

I vote it being lance also. I don’t know that this is so unlikely, as it’s exalted, but I think it’d be fun.
If Incarnae or Yozis count, then I’d be tempted to say the Unconquered Sun or Malfeas, as neither would be willing or inclined to pretend to be anything but what they were for any length of time. If not, well…avoiding obvious answers like Gorol’s ghost, I’d have to say the least likely person to me would be Peleps Deled. I could see the Empress, Mnemon, or Raksi having the powers and subtlety to pull it off if they were so inclined, and precisely this sort of thing is the Green Lady’s bread and butter, same for Mirror Flag. However, Ol’ Deled has all of the subtlety of a Yeddim in heat…and I can’t particularly picture the Emissary going around spouting off Immaculate doctrine…or Deled being able to refrain from doing so.

The Emissary is secretly the Kukla, Greater Elemental Dragon of Earth, in disguise. The Roll of Glorious Divinity describes him as being “higher than the Imperial Mountain”, so obviously he’s just being drawn from a very, very long way away, and its a trick of perspective that makes him look about human sized. I’m not sure about how he is hiding his 12-legged nature, though…maybe he’s got them tucked up close to his body?
I know I’m a bit late to this guessing game, but I say “that Unshaped that RotSE says has been hiding under a glacier with a city built on top of it since who-knows-when”.
